You are the mayor of a newly formed town and you have to attract as many inhabitants as you can by building new businesses, a police station, a medical office and places where people can get jobs. You have to have a booming economy and a fun town in order to succeed. Gather money from taxes in order to expand it. Use your mouse to build your town and try to read the instruction you get from your advisers.
